Car finance with a provisional licence: why the licence is rarely what decides it
A provisional licence does not stop a lender writing an agreement, and a full licence does not guarantee one. What decides it is whether the lender can verify who you are and where you have lived, and whether the car will be insured and lawfully driven. Those are separate questions and they fail separately.

Car finance for provisional drivers: the four checks behind the answer
- Identity and address verification is the real gate. A lender has to satisfy anti money laundering and affordability obligations before it advances money, and the driving licence is mostly useful as an identity document with an address on it. A provisional licence serves that purpose perfectly well. What causes a decline is an address that does not match the electoral roll, a name spelt differently across documents, or a history that does not reach back the three years most motor finance lenders ask for.
- Somebody has to be able to drive it, insured. A learner may drive on a provisional licence only with a qualified supervising driver and with L plates, and the car has to be insured for that use. Lenders know this, and most will write the agreement provided the insurance position is real. Where it falls down is a car nobody in the household can lawfully drive, because a financed vehicle that sits untaxed and uninsured is a depreciating asset the lender cannot recover value from.
- No licence at all is possible but narrower. Nothing in the Consumer Credit Act 1974 requires a borrower to hold a driving licence. A person can finance a car for a spouse, a carer or an employee to drive. In practice the lender will want an alternative identity document, a named driver who does hold a licence, and an explanation of the arrangement, and fewer lenders write that business, which is why the searches for it come back thin rather than empty.
- A new UK resident has a file problem, not a licence problem. Someone who has recently moved to the United Kingdom usually has a full licence and no UK credit history, and a foreign credit file is not visible to a UK lender. The route through is time on the electoral roll, a UK current account, and a UK borrowing record that reports monthly. There is no shortcut, and a firm promising one for a fee is selling you nothing a lender will read.
Common questions
- Can I get car finance with a provisional licence?
- Yes in principle. A provisional licence is accepted as identification by most motor finance lenders, and the decision turns on your credit file, income and address history rather than the licence type.
- Can you get a car on finance without a licence at all?
- There is no statutory bar, and some lenders will write it where another named driver holds a licence and the insurance position is clear. The market for it is much smaller.
- Provisional car finance, and car finance without 3 years address history: why lenders ask
- To verify identity against the electoral roll and to read your credit file consistently. Gaps are a common cause of referral, whatever licence you hold.
- I am new to the UK with a full licence. Why am I declined?
- Because a foreign credit file is invisible to UK lenders, so you read as having no borrowing record. Time on the electoral roll and a UK account that reports monthly are what change it.
- Is guaranteed car finance bad credit provisional licence advertising real?
- No lender can guarantee an outcome before it has assessed you, because the FCA requires a creditworthiness and affordability assessment. Advertising that promises approval in advance is describing something the rules do not permit.
- Car finance for learner driver: who has to be able to drive it?
- A learner may drive on a provisional licence only with a qualified supervising driver and with L plates, and the car has to be insured for that use. Most lenders will write the agreement provided the insurance position is real. Where it falls down is a car nobody in the household can lawfully drive, because a financed vehicle sitting untaxed and uninsured is a depreciating asset the lender cannot recover value from.
