A seller saying a car is HPI clear is telling you about a report they ran, on a date they choose, possibly on a different registration, and possibly not at all. The report is worth exactly as much as your ability to see it: ask for the reference and the date, check that the registration and VIN on it match the car, and look at what the report actually covered. A check run before the current keeper acquired the car tells you nothing about what has happened since.
